The Future Of The NDIS Makes Me Nervous - And I Am Not Alone

The NDIS has had a transformative impact on both personal and professional lives, yet it faces ongoing debates about its expense and sustainability. Advocates, like Every Australian Counts, emphasize its value to the economy. The recent budget overhaul raises concerns for participants, seeking clarity on potential funding cuts and changes.

Having been an NDIS Participant for over four years, coinciding with my time at CPSN, I can confidently say that the National Disability Insurance Scheme has been life-changing for me. Like many Australians, I am deeply grateful for this support, as I truly can't imagine where I'd be without it.

Despite its undeniable benefits, the NDIS has long struggled with being questioned about its cost. This comes in spite of the thousands of jobs it has generated and the significant relief it offers to people with Disabilities and their families.

The Every Australian Counts Campaign works tirelessly to defend the NDIS from potential funding cuts, aiming to preserve the fairness and support that the scheme was designed to provide. They highlight the economic impact, stating in an open letter to the Federal Parliament that for every dollar spent on the NDIS, $2.25 is returned to Australian communities.

According to their findings, a 2020-21 report from Per Capita estimates the NDIS provided at least $52.4 billion in value to the broader economy. The NDIS also directly employs 270,000 Australians. Every Australian Counts offers vital insight into the NDIS's bureaucracy, continuously advocating for changes while providing helpful resources for both current and future participants.

While the NDIS undeniably contributes significantly to Australia's welfare, there continues to be ongoing debate about the expense tied to it. A particularly controversial cartoon published by the One Nation Party this year painted the NDIS as a corrupt financial scheme, which faced widespread backlash.

Those who have firsthand experience with the NDIS understand that this portrayal is far from accurate. The NDIA has stringent checks and guidelines for applying, reviewing, and increasing funding, as evidenced by my own ongoing process to review my plan. Just to qualify for additional funding, I must provide multiple support letters to my Local Area Coordinator, with no guarantee of success.

This situation may sound familiar to many of you. In this year’s Federal Budget, it was announced that the NDIS would undergo a major overhaul to avoid becoming too costly. While I understand the need for this change to ensure long-term sustainability, the lack of clarity about what this overhaul will entail makes me anxious. The government's announcements regarding reviews and budget cuts often seem vague to consumers like me.

The goal is to set an annual growth target of 8 percent by 2026, with Prime Minister Anthony Albanese claiming that current growth is "unsustainable." That term, "unsustainable," makes me feel uncertain, as it implies the life I've carefully built through the NDIS is now at risk.

While the aim of saving $50 billion over ten years is understandable, advocates argue that clearer communication is necessary for participants to understand what the changes will mean for them. If this is an effort to cut costs, what services and funding will be impacted? Who will lose out?

Since the announcement, there have been repeated mentions of reboots, reviews, and suggestions that the NDIS has lost its way. While the NDIS system is not perfect, it is an essential program that needs to be protected. We must ensure that those attempting to exploit or abuse the system are held accountable, but not at the expense of those who genuinely need it.

Like many others, I want stronger safeguards in place, more transparency regarding the roles of Local Area Coordinators, and clearer definitions of reasonable and necessary supports. Above all, I want the NDIS to remain personalized, comprehensive, and secure, without the constant scrutiny of its financial viability.
